Yeah, I won't speak for her either.
But if the 15K draft were to be implemented I would assume people who knew they have 15K would only be the ones submitting to be approved for match-ups.
So the amount of drafts to check would be lower since you would only have Cat 1 writers submitting. The ones who would rather be Cat 2 or leave PL wouldn't have to to submit one.
Last year the number of Cat 1 writers to be matched with an artist was 62. I think it would be possible to check word counts for all those to ensure artists are able to work with confidence. Also I would hope writers would be honest (like you are!) and only submit a draft to get checked because they know they're eligible, also reducing the amount of work.
