Yeah the outlining he did was OKAY, but a bit sloppy. Where he really failed was in the shading. I'd say he's not comfortable with portraits or just didn't know how to shade properly. I've gotten a lot of tattoos so I do a lot of observing in the process. It's certainly a different kind of art that needs to be done in a very specific order. While an artist does a tattoo, your skin can get very red/irritated. The tattoo won't look the same when it heals as it does when it is 'fresh'. Only experience can show you what to do.
